UNECE published Guidelines on Social Housing, which are certainly very useful for central and eastern European countries intending to introduce a new social housing system.

Within the European Union there are different models and systems. Sometimes there is also confusion about a European definition of social housing.


As outlined by Marek Belka, Executive Secretary of ECE in his foreword, the Guidelines "address the institutional, legal and economic frameworks for social housing and experience with social housing design. They analyse the role of social housing policies for society at large. In particular, they include relevant and well-researched information on instruments available for the financing and provision of social housing."

The standard might vary according to national conditions, it has to be at least similar to the average housing quality in a country to avoid segregation.
