UNECE published Guidelines on Social Housing, which are certainly very useful for central and eastern European countries intending to introduce a new social housing system.

Within the European Union there are different models and systems. Sometimes there is also confusion about a European definition of social housing.

Half the world's population now lives in cities, and an estimated 1.3 billion people survive on incomes of less than US$1 per day. At least 600 million urban residents in developing countries live in poverty, in poor quality housing, with limited or no access to basic services. A key ingredient in poverty alleviation is security of tenure and access to shelter. One important way to improve this situation is through the promotion of housing co-operatives. This is joint publication of UN-HABITAT, UNECE, ICA, HDA and TÜRKKONUT from Turkey.  The objective of the colloquium was to provide an opporunity to facilitate the understanding, the exchange, the co-ordination and the collaboration among housing co-operative actors in order to stimulate the development of the co-operative approach in the housing sector. In 1989 UN-HABITAT produced 'UNCHS (1989), Co-operative Housing - A Bibliography'. This 26 page booklet covers cooperative housing in developing countries. It was published only in hardcopy as a by-product of the UN-HABITAT publication "Co-operative housing: experiences of mutual self-help" that was published in hardcopy and electronic version and is available at our web-site.
