The International Cooperative Alliance is looking for a consultant to evaluate the Framework Partnership Agreement between the International Cooperative Alliance and the European Commission (#coop4dev).
Object of the offer
In collaboration with the Strategy Unit (SU), as well as the staff assigned on the ICA-EU Partnership program (Coordination Unit (CU) and Program Units (PU)), the consultant will review the governance structure, coordination, activity implementation, outputs and results of the program 2016-2021.
Based on this process, an evaluation report with main findings, conclusions and recommendations will be established, focusing on learnings and take-aways from the current Partnership to facilitate the establishment of a potential follow-up Framework Partnership Agreement (FPA) with the European Commission.
The selection of the expert will be done no later than 23rd of April 2021.
The presentation of the inception report and detailed methodology shall be done by the latest 1 week after signing the service contract.
The first version of the draft report should be available on the 30th of June 2021, and pending internal review, the final version is expected to be ready by 30th July 2021.
To be provided by applicants
The consultant (either individual, consortium of professionals or constituted firm) must apply by submitting a methodological and financial offer, foreseeing between 15 to 25 days of consultancy work. This offer should include a calendar and a cost estimation, including all necessary costs to carry out the evaluation.
The expert CV should be attached to the offer: in the case of consortium of professionals or constituted firm please provide the CVs of each expert involved.
The extended deadline for submissions is on the 28th of March 2021. The candidate must commit to respect the aforementioned timeline. Shortlisted candidates will be invited for an interview.
